What it means for hiring

ESA is going ahead with a European synthetic aperture radar for Envision because NASA now looks unlikely to deliver VenSAR, the instrument it agreed in 2024 to supply. Launch has already moved from 2031 to 2032, a competitive Phase B1 started this summer, and industrial teams in the UK and Italy are studying designs. The science requirement has not changed: dual-polarisation S-band imaging down to ten metres, through the cloud deck of Venus. NASA's contributions to LISA and New Athena are under the same review.

A radar that was going to be built on the other side of the Atlantic now has to be staffed in Europe, on a schedule that has already slipped once. The people who can do it come out of Earth observation SAR, where Italy and the UK both have programmes, and they are the same RF front-end, antenna and radar signal processing engineers the defence primes are chasing on rising budgets. A science mission does not win that contest on salary. It wins it on the work, and on the fact that almost nobody gets to build a planetary radar in their career. If LISA and New Athena hardware goes the same way, Europe's instrument teams will need a lot more of these people at once.
